PERMIT REGISTRATION
General Regulations
Driver Responsibility
Anyone registering for a
university parking permit or operating and parking a motor vehicle on
university property is responsible for knowing and following university parking
regulations.
Permits are the responsibility
of (and intended for the sole use of) the registered permit holder; however, permits
remain the property of the university while valid. Permits cannot be sold,
altered, falsified, or transferred to another individual. Individuals found
using or possessing permits issued to another individual may be subject to
ticketing, immobilization, and/or disciplinary action.
Vehicle Registration
Any student or employee parking
a vehicle on campus is required to register for and display in their vehicle a
valid parking permit. Any vehicle parked on university property must display a
valid state license plate or visible vehicle identification number (VIN) or be
subject to immobilization.
Individuals may only be issued
one active permit. Individuals may register up to the three vehicles on their
parking account. An individual may transfer their permit between their
vehicles.
Individuals may
not register a vehicle for another person except co-registration among family members.
Permits are valid for a
specific academic year aligned with the beginning of the fall term. For example, the 2018 permit is good for fall
2018, spring 2019, and summer 2019.
Permits allow access only to lots
identified by that permit type. However,
any valid university permit holder is authorized to park in P (Perimeter)
designated lots.
Permits must be displayed from
the rearview mirror with the appropriate side facing out. In the event a permit cannot be displayed
from a rearview mirror, the permit should be placed on the driver’s side of the
dash so that the entire permit # is visible.
Permit registration is
announced via the official university communication channel.
Individuals may register for
their permit through their online parking account or in person at the P&T
office (The Depot, 610 W. Greene St.). Note:
Incoming first-year students may register for and pick up their permit at
orientation.
If the permit is purchased
online, the receipt may be used as a temporary permit until the expiration date
shown, at which time a permanent permit must be displayed.
Individuals registering for
their permit in person must present a valid Bobcat Card or a picture ID, or provide
their GCID # or a verifying piece of personal information from their account.
Mid-year employee permit
purchases are prorated in price.
Permits should be removed from
a vehicle before transfer of ownership, and P&T should be notified when a
vehicle is no longer the individual's responsibility, especially if the tag is
transferred.
Permit costs and payment
options are included below in the description of each permit type.
Motorcycle, Moped, and Motorized Scooter
Registration
Any motorcycle, moped, or
motorize scooter parked on university property must display a valid university
parking permit decal.
Motorcycles, mopeds, and
motorized scooters must display a valid university parking permit decal on the
front or back fender for visibility.
Motorcycles, mopeds, and motorized
scooters are prohibited from parking in bike racks, fire lanes, tow-away zones,
no parking zones, ADA accessible spaces and access aisles, or regular vehicle
spaces, or on driveways, pathways, or sidewalks.
Motorcycles with a valid
university permit may park in any designated motorcycle space on campus.
Motorcycles are not allowed to
park in regular vehicle spaces unless the lot does not have specified
motorcycle spaces or the designated motorcycle spaces are full.
Mopeds and motorized scooters
with a valid university permit may park in designated motorcycle spaces only.
All violations involving
motorcycles, mopeds, and motorized scooters are subject to ticketing. Standard
immobilization and towing regulations will be enforced.
University Vehicles
University
vehicles must be visibly marked as such.Service-related university
vehicles may park in designated Service Vehicles spaces.
University vehicles in P&T’s rental fleet
may park in any university lot. Some university
vehicles may be assigned specific lots where parking is authorized.
University vehicles should not
park in guest or reserved spaces without prior coordination with P&T.
University vehicles should not
park in loading/unloading spaces beyond the limited time without prior
coordination with P&T.
Accessible Parking
Accessible parking spaces are
subject to enforcement at all times.
Vehicles parked in an accessible space must display a valid university parking permit of any type and a valid state-issued disability placard or license plate that is registered to the holder of the university parking permit. Disability placards should be placed behind the permit with the expiration facing the windshield. Vehicles not displaying these items may be ticketed and/or towed.
If all accessible parking
spaces in a lot are taken, properly documented individuals with disabilities
may park in any standard space in a lot of any type. Individuals should not
park in other reserved parking areas, fire lanes, no parking areas, accessible
space access aisles, etc.
Referent to section 40-6-226 of
the Official Code of Georgia, it is unlawful to obtain, alter, or utilize a
state-issued disability permit for fraudulent means. Violators are subject to
ticketing, towing, and/or disciplinary action, and may be referred to the
appropriate state authorities.
Permits
Permit Types, Costs, and Lot Designations
Permits and lots are classified by the group designations listed below.
Employee (E) and Extended Employee (EE)
E/EE
permits are
available to full-time and part-time, non-student employees. Note: University employees are eligible to
purchase either an E or an EE permit.
Affiliate employees are eligible to purchase only an E permit.
E permits are typically good
for an academic year and expire at the end of the designated permitting
period. EE permits, because they are paid for via payroll deduction,
automatically renew at the beginning of each academic year and remain active
until canceled.
Individuals with E/EE permits
may park in E (Employee) and P (Perimeter) designated lots and spaces.
E and EE permits are red, and E
lots and spaces are red on the online and printable campus parking maps.
E/EE permits cost $120/year,
and employees may pay via cash, check, card, or payroll deduction.
Employees wishing to pay via payroll deduction must purchase the EE permit.
EE permits may be given an
expiration date every few years in an effort to replace older permits. In this
event, all employees wishing to renew an existing EE permit will be required to
register for a new EE permit.
Employees will not be able to
purchase an E/EE permit if they have an outstanding balance on their parking
account, and EE permits will not be automatically renewed at the beginning of
an academic year if the employee has an outstanding balance on their parking
account.
Perimeter (P)
P
permits are available to full-time and part-time, non-student,
university and affiliate employees, Georgia College Early College students, and
some high school students dual-enrolled in GC classes.
P permits are typically good
for an academic year and expire at the end of the designated permitting period.
Anyone with a valid GC permit
of any type may park in a P (Perimeter) lot. P permits are black, and P lots
are yellow on the online campus parking map and black on the printable campus
parking map.
P permits are free to
employees, and students pay for them through their parking and transportation
fee. No additional costs are required.
Employees and students will not
be able to purchase a P permit if they have an outstanding balance on their
parking account.
Resident (R)
R
permits are available to students living in on-campus
housing.
R permits are typically good
for an academic year and expire at the end of the designated permitting period.
Individuals with R permits may
park in R (Resident) and P (Perimeter) designated lots and spaces.
R permits are green, and R lots
and spaces are green on the online and printable campus parking maps.
Students pay for these permits
through their $75/semester parking and transportation fee. No additional
costs are required.
Students will not be able to
register for a R permit if they have an outstanding balance on their parking
account.
Commuter (C)
C permits are available to
students not living in on-campus housing.
C permits are typically valid
for an academic year and expire at the end of the designated permitting period.
Individuals with C permits may
park in C (Commuter) and P (Perimeter) designated lots and spaces.
C permits are blue, and C lots
and spaces are blue on the online and printable campus parking maps.
Students pay for these permits
through their $75/semester parking and transportation fee. No additional costs
are required.
Students will not be able to
register for a C permit if they have an outstanding balance on their parking
account.
Guest (G)
For the purposes of this document,
a “guest” shall be considered an individual who is not a university student
(part-time, full-time, undergraduate, graduate, dual enrollment, GCEC, etc.) or
a university employee (part-time, full-time, affiliate, retired, etc.).
Guests are responsible for
knowing and following university parking regulations and for any citation they
receive while parked on university property. Standard lot enforcement times are
7:30am-5pm, Mon-Fri. Failure to display a valid guest permit during
enforcement times may result in ticketing or towing. Special use parking
spaces, ADA accessible parking spaces, and fire zones are subject to
enforcement at all times. Regular immobilization and impoundment regulations
are enforced.
During enforcement hours, all
guests parking on university property, whether visiting campus for personal,
educational, or professional reasons, must park in a guest lot/space designated
for their use by P&T. Also, they
must display a guest permit in their vehicle on the driver’s side of the dash,
valid for the lot/space in which they are parked and the date(s) of their
visit. Only P&T may authorize a guest to park in an area not designated for
guests. Any vehicle parked on university property must display a valid state
license plate or visible vehicle identification number (VIN) or be subject to
immobilization.
Guest parking areas on
university property are indicated with a “G” icon (a white “G” in a purple
circle) on parking lot identification signs found at the entrance to each
lot.
Students and employees
(part-time, full-time, affiliate, retired, etc.) are not considered guests, and
are not authorized to park in lots/spaces dedicated to guests during
enforcement hours, unless those lots/spaces are also available for use by
permit holders of their type.
University departments,
programs, organizations, and employees hosting individuals or groups on
university-related business are responsible for ensuring their guests are made
aware of guest parking procedures and locations, and may request a guest
parking permit through the online guest parking permit request at
www.gcsu.edu/parking.
Students hosting friends and/or
family are responsible for ensuring their guests are made aware of guest
parking procedures and locations, and may pick up a guest parking permit for
their guest(s) at the P&T office (The Depot, 610 W. Greene St.) during
regular office hours.
Individual guests or small
groups of guests (<5 vehicles) may park in the Mayfair Hall lot (#8), space
permitting.
Medium to large groups of
guests (>5 vehicles) must park in the designated Guest section of the
Centennial Center lot (#1), or any P (Perimeter) lot, unless directed elsewhere
by P&T.
Guests attending campus on
university-related business or to visit an employee or students may use the
regular GC shuttle service during their visit.

Special Use Permits
Contractor Permits
For the purposes of this
document, a “contractor” shall be considered a representative of a company
working on a construction project on university property.
Contractors may park in a designated,
fenced-in job site without a permit. This zone should be defined in cooperation
with the appropriate facilities project manager, the contractor, and P&T.
When parking outside of a
designated, fenced-in construction zone, contractors are required to park in P
(Perimeter) lots and display a valid contractor permit or be subject to
ticketing and/or towing. Contractors may
make arrangements to park personal and company vehicles in perimeter lots and
shuttle their employees to the job site. In this instance, valid permits must
displayed by those parking their vehicles in perimeter lots.
Utilization of service vehicle
slots by contractors must be coordinated through Facilities and P&T. If parking in a service vehicle space, a
contractor must be in a marked company vehicle or be subject to ticketing
and/or towing.
Contractor permits should be
issued to a university project manager for distribution to contractors working
on university property.
Vendor Permits
For the purposes of this
document, a “vendor” shall be considered representative of a company that
maintains goods and services to fulfill contractual obligations to the
university.
Vendors must display a valid
vendor permit to park on university property.
Vendor permits authorize
parking in all lots, including guest spaces in those lots.
Service vehicle spaces may be
used provided coordination with Facilities and P&T has taken place.
Vendor permits should be issued
to the vendor’s university contact. The vendor’s contact should then deliver
the permit to the vendor.
Reserved Permits
The
President/Executive Cabinet may designate a very limited number of departments
to utilize a reserved space for which the department must pay. The department
will be charged a non-refundable rate of $500/year for the space, must pay in
full for the space before it is assigned, and must receive approval from the
President/Executive Cabinet each year to use the space.
Reserved
permits cannot be prorated, and caps on reserved permits may be instituted.
If
designated, the space will be assigned by P&T.
Anyone
using a reserved space must display a valid university permit and a special
reserved permit that corresponds with the assigned reserved space. Only one
special reserved permit shall be assigned to the department, and when used, it
should be displayed in front of the individual’s university permit with the
appropriate side facing out.
Reserved
permits may be requested through the department’s Cabinet representative.
Special
Access Disability (SAD) Permits
SAD permits
allow temporarily disabled university students or employees with a valid
university permit to park in any regular space on university property.
SAD permits
SAD permits are free, and are typically valid for two weeks to a month.
SAD permits
do not allow individuals to
park in ADA accessible spaces, reserved spaces, service vehicle spaces,
loading/unloading spaces, and other special use spaces.
SAD permits may be obtained by
visiting the P&T office during regular office hours.
Permit Options for Retired Employees
Retired
employees may purchase an E permit at regular price or register for a P permit
for free.
Permit Options for Spouses of Resident
University Housing Staff
Spouses of resident University
Housing staff may register for an E or a P permit by presenting verification
from the University Housing office.
Spouses may park in reserved
spaces for community directors or in any space/lot they are permitted to park
in.
Permit Options for Affiliate Employees
Affiliate employees are persons
who work on campus, but are not paid through the university.
Affiliate employees are
eligible to register for an E or a P permit.
Affiliate employees are not eligible for EE permits, paid for via
payroll deduction.
Affiliate employees must
register for their permit in person at the P&T office.
Affiliate employees registering
for an E permit must pay in full for their permit at the time of purchase.
Temporary Student and Employee Permits
Temporary permits are available
to permit holders who left their regular permit at home.
Temporary permits may be
obtained by visiting the P&T office during regular office hours.
Temporary permits are not
intended to allow two vehicles on campus under one permit holder. Such acts
will constitute falsification and be subject to disciplinary action and fines.
Replacement Student and Employee Permits
If a permit is damaged (beyond
use), lost, or stolen, there will be no charge for the first replacement.
Subsequent permit replacements
will be charged a replacement fee of $20.
Replacement permits may be obtained
by visiting the P&T office during regular office hours.
Damaged permits should be
returned to P&T.
Any further use of a permit
claimed to be lost or stolen will constitute falsification and the
individual(s) to whom the permit is/was assigned may be subject to fines and
disciplinary action.
Permit Cancellations and Refunds
Terminated employees (or
employees leaving the university) are no longer eligible for a permit and must
return their permit to P&T. Failure
to return the permit may prohibit future permit registrations.
A prorated refund may be issued
to an employee who paid in full for their permit. The permit must be returned
to P&T in order for a refund to be issued. Failure to return the permit may
prohibit future permit registrations.
In general, no refunds will be
authorized to employees after 30 days from issuance.
Refunds will be issued after
all remaining debts have been paid. Employees will be charged from the time the
permit was issued through the full month in which they are requesting a refund.
For employees paying via
payroll deductions, no refunds are available.
Payment is cancelled when the permit is returned to P&T.
For employees paying via cash,
check, or credit card in the Parking and Transportation Services office, a refund
check will be issued by the Business Office and will be mailed to the
employee’s home address unless previous arrangements have been made.
Students pay for their parking
permits through a mandatory parking and transportation fee, and as such, are not
eligible for a refund on their permit.
Students who have withdrawn
from (or been withdrawn from) classes are no longer eligible for a permit and
must return their permit to P&T.
Failure to return the permit may prohibit future permit registrations.
